As you may have guessed, I am the wee librarian. The name pretty much says it all, except the fact that I call Canada my home. Presently, I am far from my ocean in Nova Scotia, but my heart remains there.
When I’m not trying to be a super librarian, I go by the less flashy name of Krista Godfrey. I work at McMaster University, and yes, all views on this blog are my own and not my employer’s. I also teach a distance reference course for the Mohawk College Library Technician program. This year, I’m please to be the Ontario Library Information Technology Association (OLITA) president.
My particular interests in the library world are far and varied, but ultimately, I am interested in reaching our users in the way that best suits them . It’s all about the users and meeting their needs. My particular passion at the moment is trying to leverage instructional technologies in libraries. My interests themselves are wide and varied: social networking and all the web 2.0 goodness out there, bridging the gap between high school and university, figuring out info lit and 21st century fluencies, preservation and access to information, scholarly communication – the list goes on so but I won’t bore you any longer.

Договора с ВЭБ (Внешэкономбанк) недостаточно для финансирования всех проектов. Агентство стратегических инициатив (АСИ) кроме того предполагает подписать рамочные соглашения о сотрудничестве с наиболее крупными российскими и иностранными банками, имеющими филиалы на территории нашей страны. Этой информацией с “Известиями” поделился Артем Аветисян (Artem Avetisyan) – руководитель направления “Новый бизнес” АСИ.
В агентстве в основном рассчитывают на “десятку” лидирующих банков, но готовят подобные предложения примерно 50 учреждениям. Артем Аветисян, комментируя намерения АСИ, также сообщил, что первые соглашения будут заключены в ноябре, а полностью завершить работу в этом направлении планируется до конца этого года.
– От банков ничего не требуется, кроме доброй воли, – объясняет руководитель “Нового бизнеса”.
– Подобное соглашение не означает безусловную обязанность по выдачи кредитных средств на поддержание всех наших подопечных. Но мы надеемся, что в каждом банке будет назначен ответственный за работу с нашим агентством. 70-80% успеха нашей работы зависит от этого.
На сегодняшний день АСИ имеет договоренности только с ВЭБ, который уже создал специальное подразделение , контактирующее с агентством. Банк развития и внешнеэкономической деятельности предоставляет технологов и маркетологов для проведения экспертизы, требуемой для оценки новых бизнес-проектов. Помимо этого Внешэкономбанк выделил агентству 100 млн рублей на собственное развитие. Кроме того, сотрудничество АСИ и госкорпорации подразумевает кредитование некоторых бизнес-проектов , которые предварительно одобрены на всех уровнях – экспертами, менеджментом , наблюдательным советом агентства. Но все же, подчеркивает Артем Аветисян, участия Банка развития и внешнеэкономической деятельности недостаточно , чтобы профинансировать все нуждающиеся в деньгах бизнес-проекты. Внешэкономбанк согласно законодательству имеет строгие ограничения в вопросах выбора отраслей для кредитования , их количество включает в себя 10 направлений. – Внешэкономбанк – это институт развития, оказывающий финансовую поддержку далеко не всем желающим, – отмечает Аветисян.
– Поэтому в наших интересах иметь большой список дружественных банков. У них у всех разные линейки продуктов, разная специализация. Наши подопечные в таком случае будут иметь шанс выбора лучших условий кредитования. Руководитель “Нового бизнеса” Артем Давидович Аветисян убежден, что финансовые учреждения, сотрудничающие с агентством, будут сами заинтересованы в том, чтобы кредитовать бизнесы, пришедшие из АСИ. Ведь это является гарантией качественного бизнеса и нулевого риска невозврата займа. Однако это не означает , что бизнесмены, рекомендованные агентством, будут получать льготные условия по кредитным договорам.
Агентство стратегических инициатив не предоставляет финансовые гарантии и поручительства. Агентство является только посредником. Возникает вопрос, зачем тогда вообще нужна такая структура? Ее необходимость Аветисят объясняет тем, что часто бизнесмены имеют проблемы при оформлении кредитов – не знают, как качественно воспроизвести финансовую модель, не знают требований банков. В такой ситуации задача специалистов АСИ будет заключаться в том, чтобы буквально привести бизнесмена в нужный банк, соответствующий специализации его бизнеса и имеющий самые удобные условия кредитования.
